Why is Delhi so unsafe: The NCRB which is the National Crime Records Bureau has released its annual report on Crime in India recently.
It has covered the whole country to provide a picture regarding the status of Crime cases in India. And the outcome of the report is really depressing and not good to be heard.
NCRB prepared its report by collecting the data from 36 states and union territories.
It highlighted various areas in respect to Crime like crime against women, crime against children, crime against elderly people crime schedule caste and scheduled tribes cases of suicide cruelty against animals and many more. Report gave the data related to crime in the Year 2022. The report gives some negative results like the decrease in the registration of cases by 4.5% in the year 2022. A total of 58,24,946 cognizance crimes were registered under the Indian Penal code and special and local laws.
But the most depressing outcome of this report was the increasing rate of crimes against women even after the implementation of stringent rules and regulations in its respect. And most importantly the national capital of a country New Delhi has been declared an unsafe place for women in India. So this article will be highlighting the crimes against women in Delhi and how safe it is for the women. And most importantly the increase pf rape cases in the capital.
But before knowing about this issue in depth we need to have some understanding of what NCRB is and how it functions.
NATIONAL CRIME RECORDS BUREAU
NCRB is an Indian Government agency that is responsible for the collection of data and its analysis of crimes in India as per the IPC and Special and local laws. It was formed on 11 March 1986 and is headquartered in New Delhi. NCRB annually prepares the report on Crimes in India to highlight the status of Crime in our country and therefore based on those reports the justice system of our country could work as per the situation. It also helps the police to be all ears in areas where the rate of crime is high and needs proper attention . And the policies related to crime are also made with the help of the data. And it is also the ‘national warehouse’ of the fingerprints of both Indian and foreign criminals. And was the first one in the country. So this was some information about the NCRB.

Why is delhi so unsafe
According to the NCRB report, Delhi has been declared an unsafe place for women. The crime against women rose by 4% from the previous year. As it has registered the most cases against women among the 19 Metropolitan cities.
In total 14,158 cases against women have been registered yonder which 1205 cases are rape cases. On an average 3 rape cases take place in a day in Delhi which further deteriorates the situation. Even after a decade of the Nirbhaya Rape case nothing has changed in the status of women safety in Delhi. The Nirbhaya case of 2012 has shaken the country to its core as it showed the cruelty level of people towards women of our society.
Candle march, protests took place to provide justice to the victim. But all of those efforts were in vain after analyzing the NCRB Report. Women are not safe even now in the national Capital. Stringent rules were formulated but they haven’t produced any actual effect. The outrage of the Nirbhaya case was so high that the congress government that was in power was taken out of office by the Delhi people. But all this had no positive effects as can be seen.
Rape cases accounted 7.1 % of the crimes reported in the City whereas Cruelty by husband and relatives accounted 31.8%, Kidnapping and Abduction of Women’ (19.2%), ‘Assault on Women with Intent to Outrage her Modesty’ (18.7%). Delhi surpassed the national average crime rate by having 144.4 crime rate whereas the national average is 66.4.
Every now and then we hear of rape cases in our country. And Delhi is among the top region in rape cases in India. And as mentioned above, the Nirbhaya Rape case of 2012 which was a case that led to various protests to ensure justice for Nirbhaya. Nirbhaya succumbed to her injuries after fighting for her life for 2 weeks. It took around around 8 years to provide her justice when her culprits were hanged on 2020.
After the protests there were many steps taken by government around the country to fight the cases of rape. But in the present much has not been done to improve the position women in India. We all have failed as citizens of this country and most importantly as human beings.
The Government is not able to protect its women even after enacting laws and acts.
Let’s talk about some of the laws against rape in India after the NIRBHAYA RAPE CASE.
As the whole country spoke after the case, so the government tried to make the laws more stringent for the accused.
By the new amendment in the year 2013 , the punishment for rape was increased from seven years to 10 years. And if the victim dies then the accused is imprisoned for 20 years. As we know that minor are involved in rape cases as they know that they won’t be imprisoned so to fight against this matter the juvenile age was reduced from 18 to 16.
The POCSO Act was also introduced by the Ministry of women and child development to reduce crime against children.
And certain rights of rape victims are also there like the provision of right to Zero FIR in which the victim can file her complaintin any police station. The two finger test was also denied during the medical examination of the victim. And by the victime won’t be harassed during the police investigation and would be given calm environment during the whole investigation process.
So all these provisions were added to reduce the cases of rape in the capital. But nothing has changed which we can see after the NCRB report.
Women are not at all safe in Delhi they are sexually assaulted. Delhi is not safe not only for its citizens but also for the tourist who come from various other countries. There have been many cases of rape of foreign tourists in the capital which further tells about how unsafe this place is for women. There are various cases against the working women in Delhi and this is because at times they have to come late from their work and most of the rape case is take place at night therefore creating and unsafe environment for independent women in the society. And after all this the governments are not ready to accept their philos and are not being that much attention which is required in this case the Delhi government is blame the central government as the Delhi Police comes under the central government. But this blame game would not rep any benefits all though it will work in this situation. We need to spread awareness regarding it and need to impower women to fight back but most importantly we need to teach our son I need to inculcate in them right values and to respect women. We also need to make our rules most strict.
We need to create a environment which is women friendly because if this cases keeps on increasing then it would definite be a negative outcome and defeat of our society as a whole. And Delhi which is the national capital of our country needs to provide an example of being a safe place for women rather than just being an unsafe place. As if the women won’t be safe they won’t be able to prosper aur do something freely in this society for their benefit and for their status. We need to learn from other countries which are safe for women and also these States within our country itself like Kolkata has been declared the safest place of for women in India with only 11 rape cases. So we can learn from them and implement the provisions which they talk to provide a safer place for women rather than this doing politics about it and blaming each other we need to think that what we are doing wrong in the whole process. So that we could provide safe environment for our women population in the country.
